On 19th June 2025, the Enforcement Directorate (ED) from Patna Zonal Office carried out search operations at 11 different locations. These included cities like Patna, Nalanda, Ranchi, Lucknow, and Kolkata. The searches were part of an investigation into the Bihar Constable Recruitment Scam of 2023. During these operations, the ED found and seized many suspicious items like important documents, digital devices, and other materials that could be evidence in the case.
How the Scam Happened
According to an FIR (No. 16/2023) registered by the Economic Offences Unit (EOU), Patna on 31st October 2023, and a chargesheet filed on 22nd August 2024, the Central Selection Board of Constable (CSBC) was responsible for organizing the constable recruitment in 2023.
To print the question papers for the exam, CSBC gave the contract to a company named M/s Caltex Multiventures Pvt. Ltd. This company was only formed in 2021 and did not have any previous experience or even a printing press of its own.
Secret Deal Behind the Scenes
Caltex Multiventures had secretly tied up with another company called M/s Blessing Secured Press Pvt. Ltd. The director of this company, Kaushik Kumar Kar, had already been blacklisted for being involved in earlier question paper leaks. He helped form Caltex Multiventures and used his close contacts to indirectly win the printing contract.
A well-known criminal named Sanjeev Mukhiya, who had been involved in many paper leak scams before, also played a key role. He and his team collected information about the location of the printing press, warehouses, and how the question papers were transported. During the transport of sealed boxes of question papers, the gang managed to open the boxes and steal the papers. These leaked papers were then sold to candidates through social media.
What the ED Found
During the search operations, the ED found several pieces of evidence that point to the scam. These include:
- Handwritten lists of candidates along with their OMR (answer sheet) numbers
- Fake degree certificates
- Official-looking documents of several candidates
- Blank cheques that may have been collected from candidates
- Handwritten copies of exam questions and names of candidates who received them
Ongoing Investigation
The ED is continuing to investigate this case. The findings so far show a well-organized scam involving question paper leaks, fake documents, and illegal profits. Further details are expected as the investigation progresses.
