The Central Bureau of Investigation (CBI), in partnership with INTERPOL’s Notice & Diffusion Task Force (NDTF), held a two-day workshop on INTERPOL Notices and Diffusions Compliance at its headquarters in New Delhi on March 24 and 25, 2025. The workshop aimed to help Indian law enforcement agencies understand the INTERPOL Notices system, its legal requirements, and the process of reviewing and publishing these notices.

More than 120 officers attended in person, with an equal number participating online. Officials from CBI, NIA, ED, DRI, NCB, Delhi Police, WCCB, along with representatives from the Ministry of External Affairs (MEA) and Ministry of Home Affairs (MHA), took part in the event. Legal experts, including public prosecutors, deputy legal advisors, and judges from the Delhi Judicial Academy, also joined the discussions. Special sessions focused on the legal framework of INTERPOL Notices and how Indian agencies can use them to seek international cooperation in criminal investigations.

The workshop highlighted the importance of BHARATPOL, a newly launched portal that will make it easier for Indian law enforcement agencies to send and receive international police cooperation requests. Officials were encouraged to use this platform for quicker and more effective coordination with INTERPOL.

INTERPOL Notices are crucial for tracking fugitives and assisting in extraditions or deportations. However, these notices must meet strict legal and procedural guidelines before being published. During the workshop, participants learned about drafting INTERPOL Notices correctly and ensuring they comply with INTERPOL’s legal framework. Several case studies were discussed to help officers understand real-world challenges and best practices.

As India’s official National Central Bureau (NCB) for INTERPOL, the CBI plays a key role in international law enforcement cooperation. The coordination between INTERPOL and Indian agencies is managed through INTERPOL Liaison Officers (ILOs), who represent different law enforcement departments, states, and union territories. Unit Officers (UOs), typically senior police officials, work closely with them to handle international law enforcement requests efficiently.

This workshop reinforced the importance of INTERPOL Notices in fighting global crime and emphasized the need for strict compliance with INTERPOL’s rules. By improving cooperation with INTERPOL, India is taking a strong step toward better international policing and crime control.
